Introduction


Under the Employees Insurance Act 1945, then Prime Minister Pandit Jawahar Lal Nehru Launch the Social Security Scheme on the 24th of February, 1952 in Kanpur. This Scheme was made applicable to the factories and units running on power and having at least 10 workers in the factory. This Scheme is mainly dependent on the contribution made by the employees and the employers. Workers covered under ESI scheme are made to contribute 1.75% of their salary per month and the corresponding share of the employers is 4.75% of the workers salary. This money is deposited in the account of workers’ salary. This money is deposited in the account of Employee State Insurance Corporation of India, a Govt. of India undertaking.
 

The coverage is administered by ESI corporation. Those who get Rs. 7,500/- per month as salary are eligible to be covered under ESI scheme.

The health care/medical benefit is delivered through the State Government which runs a number of ESI hospital in the state through its Directorate. Rs. 750/- per insured person is made available for medical care, out of which central & state share is 87.5 percent and 12.5 percent respectively.

The present number of insured persons in the state is 4,64,950, out of pitch 1,70,100 are in Noida area.

 Financial Setup

The scheme is basically funded by U.P. government through budgetary provision, the ESI Corporation, however, reimburse 7/8 of the expenditure incurred by U.P. Government subject to ceiling of Rs. 750/- per insured person per annum. The amount of Rs. 750/- is further earmarked as follows:-

For medical care   Rs. 510/-
For Drug & dressing  Rs. 170/-
For Maintenance of equipment  Rs. 20/-
For Super specialty treatment  Rs. 50/-

 Budgetary provision for 2005 - 06


The state government has provided Rs. 41.37 crores for the financial year 2005-06.
